Low-emission zones add a new layer to European fleet fine management

The European Commission describes Urban Vehicle Access Regulations as low- and zero-emission zones, tolling or congestion charging, pedestrian areas, parking schemes and limited traffic zones. Access can depend on vehicle type, emission class and payment of tolls or fees.

The operational issue

The Commission states that 73% of European UVARs are low- or zero-emission zones. It also requires access to UVAR data through national access points for applicable datasets from January 2025.

For rental companies with 500 or more vehicles, leasing companies and international fleets, the same issue repeats across more documents, vehicles and authorities. Manual handling makes each exception depend on individual knowledge.

For a large international fleet, this means access events need the same operational discipline as other fines: correct vehicle data, current zone information, driver communication and a traceable resolution route.
